Please find below an overview of the construction process - from the start of works on site to the issue of titles - as well as the latest updates from our estates.
Construction overview
Physical construction works
There are a number of steps involved in the physical construction of the site ready for you to build on, these include:
o Site preparation - where the ground is cleared and the existing levels are cut or filled to the finished lot levels
o Installation of services – including sewer, water, power and gas are excavated and installed
o Road and pavement preparation - areas for road construction are excavated, prepared and installed together with kerb, asphalt, laybacks and pavement
Once all of the above are complete, council will inspect and provide Practical Completion to certify works are completed per the permit.
Certification of works
Following council’s Practical Completion inspection the relevant authorities, such as Barwon Water and Powercor conduct their own audit process of the physical infrastructure. This audit process can typically take 4 to 8 weeks.
Once all audits have been passed and the council’s engineering department has signed off on the stage, Statement of Compliance is issued.
Issue of titles
Upon issue of Statement of Compliance, the stage is lodged with the Land Titles Office for individual lot titles to be issued. This process normally takes 1 to2 weeks.
Once individual lot titles are issued you are ready to settle your lot and start building your home.
Lara Lakes update
Stage 1, 2, 3A
Stage 1, 2 and 3A are all currently under construction with all site works and service installation complete. Significant works on the road and pavement preparations have also been completed.
Barwon Water is installing a Sewer Rising Main through the waterway channel and open space area, as part of the infrastructure for the wider Lara West Precinct.
This is a major infrastructure element for a significant part of the precinct. Up to 4m deep in some areas, it requires significant time and effort to install.
The approval of these works was delayed and as a consequence the installation of the Sewer Rising Main is now impacting the final installation of roads adjacent to the open space in Stage 1.
This unfortunately means titles for Stages 1 and 2 will be delayed by four to six weeks.
The commencement of work on in Stages 4A and 4B has also been delayed. Council has approved functional layout plans, however final detailed plans are still outstanding. Works on these stages will commence as soon as approvals are received.
Stage 4
Lots in Stage 4 are now expected to be titled in early 2023, instead of November 2022. This is due to the start of works being delayed about three months.
Bisinella endeavours to keep these delays to a minimum. The revised title expectation takes into account the 2022 Christmas period when construction typically shuts down for three to four weeks.

Wattle Grove Estate
The internal works for Stage 3 are almost complete, with final road asphalt due to be installed on the 18th of May. These works will allow the certification process to commence.
Extensive works have been undertaken connecting the stormwater from Stage 3, through Stages 4 and 5 and into the retardation basin at the rear of the parklands.
A drainage connection from the basin into Streeton Close has taken longer than expected, with works now completed and asphalt expected early next week.
We endeavour to complete the certification of works as quickly as possible to keep titles on track for late June 2022.
Stages 4 and 5 works have also been slightly impacted by the stormwater delays. We will continue to provide further updates as we get closer to completion of these stages.

Seaside Estate
Stages 1 and 2 received Statement of Compliance this week and have been lodged with the Land Titles Office, we anticipate titles to be issued mid next week.
Stage 3 has received Practical Completion and is currently undergoing the certification process with the relevant authorities. We Titles are anticipated to follow, by late June or early July 2022.
